Some observers suspect that the Obama administration structured the latest round of Race-to-the-Top educational grants to circumvent Governor Perry's veto of the program. This time charter schools and local school districts can bypass Perry and apply for the federal funds directly. Splitting from the governor of their separatist state, Texans submitted 10 percent of all new applications received. One applicant clamoring for federal funding is a North Texas charter with ties to Perry's older sister and to George P. Bush...whose father praised Race To the Top's promotion of school testing and charter schools.
