On a close vote of 6 to 2 (it takes 6 votes to pass an item) the Texas Ethics Commission agreed to begin a rule making process that may lead to disclosure of 'dark money' donors. While the vote doesn't guarantee a disclosure rule will be adopted, it signals a recognition that dark money disclosure warrants a serious debate.
