Since last year, 36 Texas legislators--20 percent of the total--signed affidavits swearing that neither they nor any of their agents "use computer equipment" to track donors. Two of the Senate's 31 members filed these affidavits, as did 34 House members (accounting for 23 percent of that chamber). Luddites hail from both major political parties, with the Democrats claiming 17 of them and the Republicans claiming 19 more.
